THESE ISSUES ARE THE TRADE-OFFS BETWEEN CAPITAL COST, OPERATING COSTS, SYSTEM FLEXIBILITY, RELIABILITY AND SYSTEM EXTENSION, WHICH HAVE TO BE RELATED TO PROGRAM REQUIREMENTS AND EXPECTED RETURNS ON INVESTMENT. ALTHOUGH THE ARTICLE DEALS PRIMARILY WITH WATER CHILLERS, CONSIDERATION MUST BE GIVEN TO THE FACT THAT, IN MANY CASES, A HEATING PLANT MAY BE LOCATED NEARBY OR EVEN IN THE SAME SPACE, HENCE SYSTEM DESIGN MUST CONSIDER BOTH CHILLER AND HEATER FUNCTIONS IN ORDER TO ARRIVE AT AN EFFICIENT AND INTEGRATED INSTALLATION, BECAUSE IN THE LATTER CASE THERE IS THE QUESTION OF HEAT RECOVERY, THERMAL STORAGE, HEAT REJECTION AND ENERGY BALANCING.
