THE PAPER SHOWS THAT POROUS PLUG MATERIAL CAN SERVE AS A CONTROL DEVICE DURING LIQUID TRANSFER. FOR A GIVEN POROUS MATERIAL AN EMPIRICAL RELATION EXISTS THAT PREDICTS THE FIRST CRITICAL STATE WHICH IS THE UPPER LIMIT FOR LOW PRESSURE DROP LIQUID TRANSFER. THUS, THE POROUS PLUG CAN SERVE A DUAL PURPOSE FOR LIQUID HELIUM TRANSFER IN SPACE: THE PLUG CAN SERVE AS A PHASE SEPARATOR DURING ZERO GRAVITY STORAGE AND IT CAN SERVE AS A LOW PRESSURE DROP CONTROL DEVICE DURING LIQUID TRANSFER.
