PASSIVE AND ATIVE INSULATION OPENS UP NEW POSSIBILITIES FOR THE AIR CONDITIONING OF SMALL SPACES UNDER A HEAVY THERMAL LOAD. STUDIES HAVE REVEALED THAT THE REQUIREMENTS IMPOSED BY INTERNATIONAL UNION OF RAILWAYS FOR THERMAL COMFORT IN PASSENGER COACHES UNDER EXTREME OUTDOOR AIR CONDITIONS, INDEPENDENT OF THE KIND OF AIR CONDITIONING, CANNOT BE SATISFIED SOLELY BY PASSIVEINSULATION. THESE REQUIREMENTS CAN ONLY BE MET WHEN SPACES UNDER A HEAVY THERMAL LOAD ARE FITTED WITH AN ACTIVE INSULATION IN ADDITION TO THE PASSIVE INSULATION SYSTEM.
