Slow progress in the climate negotiations


The UN Conference on Climate Change (COP-MOP 19 19) finished in Warsaw (Poland). Little progress was made during overall talks which have a notable impact on a possible agreement concerning the phase down of Hydrofluorocarbons (HFCs) in accordance with the Montreal Protocol.


Amendments to the Montreal Protocol


Proponents of the amendments to the Montreal Protocol to include HFCs (Canada, United States, Micronesia) reiterated this request, as well as some European countries


However India declared that HFCs should be managed within the framework of the Convention on Climate Change. No progress will be made accordingly on this issue before the next climate conferences. These will take place in Lima (Peru) from 1 to 12 December 2014 and late 2015 in Paris (France) and late 2016 in Dakar (Senegal).


The UN goal remains to obtain a climate agreement at the Paris conference.
