European heat pump market shows signs of recovery in 2025 after two-year decline
According the EHPA, sales of heat pumps grew by 9% in the first half of 2025, a slight recovery after the 23% drop in 2024.
Following declines in sales in 2023 and 2024, the European Heat Pump Association (EHPA) reports that sales increased by 9% in several European countries in the first half of 2025, compared to the same time period in 2024.
The EHPA surveyed 13 European countries, representing 80% of the European market – Austria, Belgium, Denmark, Finland, France, Germany, Italy, Netherlands, Norway, Portugal, Spain, Switzerland, Sweden.
In the first half of 2025, 980,000 heat pumps were sold, up from 898,000 sold in the first half of 2024. In 2024, 2 million heat pumps were sold, which had represented a 23% drop from 2023.

Despite this slight rebound, overall market confidence remains lower than in the record sales year of 2022. EHPA reports that policy uncertainty and reduced incentives hinder further progress in sales.
