Highlights from COP13/MOP36 – Day 2
Today, COP13/MOP36 saw pivotal discussions and decisions aimed at strengthening global compliance and collaboration in the fight to protect the ozone layer
The second day of the preparatory segment for COP13 to the Vienna Convention and MOP36 to the Montreal Protocol focused on compliance reporting and data issues critical to the Protocol’s effectiveness.
Key discussions centered on the challenges posed by the submission of provisional data by some parties, which complicates compliance verification. Osvaldo Alvarez-Perez, President of the Implementation Committee, noted that the Ozone Secretariat has removed a checkbox allowing for provisional submissions to enhance data reliability. However, some delegates raised concerns over the decision-making process and emphasised the need for a case-by-case evaluation for provisional data.
Additionally, delegates reviewed reports from the twelfth meeting of the Ozone Research Managers, highlighting the necessity for improved finance and capacity building to enhance monitoring of ozone and climate variables.
Throughout the day, parties engaged in discussions on draft decisions related to atmospheric monitoring, compliance deferral for specific nations, emissions of HFC-23, and management of metered-dose inhalers. They also decided to postpone formal talks on unlisted HFC isomers.
With one day remaining before high-level discussions, delegates acknowledged the urgency to finalise decisions that facilitate collaborative efforts to protect the ozone layer and address climate change.
