Japan: revised Fluorinated gas legislation to encourage rationalised use and proper management of fluorocarbons
The Japanese Cabinet recently approved the “Bill for the Act for Partial Revision of the Act on Ensuring the Implementation of Recovery and Destruction of Fluorocarbons concerning Designated Products.”
On April 19, 2013, the Japanese Cabinet approved the “Bill for the Act for Partial Revision of the Act on Ensuring the Implementation of Recovery and Destruction of Fluorocarbons concerning Designated Products.” The revised Act is renamed to be the “Act for Rationalised Use and Proper Management of Fluorocarbons.”
The new proposal introduces measures covering the whole fluorocarbons life cycle and sets responsibilities for fluorocarbon manufacturers, equipment producers and end-users, while encouraging transition to non-fluorinated gases or low GWP refrigerants, proper installation and inspection so as to prevent leakage and recycling of used fluorocarbons.
The effective dates for the implementation of the revised Act are yet to be determined by the Cabinet and a Cabinet Order will be issued within two years upon approval of the Act.
