Saudi Arabia joins global effort against climate change as 166th country to ratify the Kigali Amendment

This September, Saudi Arabia ratified the Kigali Amendment which will enter into force in December 2025.

On September 10, 2025, Saudi Arabia ratified the Kigali Amendment to the Montreal Protocol. The Amendment shall enter into force for Saudi Arabia on 9 December 2025.

 

As a party to Group 2 of Article 5 of the Kigali Amendment, Saudi Arabia is required to freeze HFC production starting on 2028 and reduce its HFC consumption by 85% by 2047, compared to its average HFC consumption from 2024 to 2026. Saudi Arabia is also required to reduce its HCFC consumption by 65% compared to its baseline average consumption in 2009 and 2010.
