Summary

The US Environmental Protection Agency's (EPA) Energy Star Buildings program recommended course of action consists of five stages: a lighting-upgrade; an energy-consumption analysis; load reductions; upgrades to heating, ventilation and air-conditioning (HVAC) distribution systems; and finally HVAC plant upgrades. Following the success Ohio Building Authority experienced with the Energy Star program in modernizing a Cleveland facility (a 40.1% reduction in annual electricity consumption with a payback pace of 5.34 years) the agency decided to implement the program in its remaining buildings, including the 16-year old DiSalle Center. A 22-story structure houses offices for various government agencies.
