JAPAN RELIES TOTALLY ON THE IMPORT OF PRIMARY FUELS, AND THESE MUST BE USED TO THE BEST ADVANTAGE. THIS NEW TREND IS TO PROMOTE THE RE-USE OF LOW GRADE HEAT, BOTH AS A SOURCE FOR HEAT PUMPS AND A SINK FOR COOLING SYSTEMS. GOVERNMENT SUBSIDIES WILL BE AVAILABLE FOR MEDIA PROMOTION, DEVELOPMENT, FEASIBILITY STUDIESAND ACTUAL INSTALLATIONS WHICH CAN SHOW SAVINGS OF IMPORTED FUELS. MINISTRIES ARE MOTIVATED TO INVESTIGATE POSSIBLE SAVINGS. WASTE INCINERATION PLANTS WILL USE THE HIGHEST GRADE HEAT FOR POWER GENERATION AND THE LOWER GRADE FOR OTHER NEEDS. OTHER HEAT SOURCES ARE TABULATED AND ASSES. THIS INVESTMENT IS SEEN AS ESSENTIAL FOR LONG-TERM OPERATING ECONOMY. A.R.T.
