Summary
Ammonia is the only refrigerant continuously in use since the birth of mechanical refrigeration. The safety level in modern, well kept, plants is high. The safety rules inside industrialized countries are, as a generalized statement, a good base for safe design. The EU system with CE marking is as any other legal system. People and enterprises are responsible for their actions and are responsible to stay within the legal framework. In many other areas like traffic and taxation, where people tend to stretch the limits, control systems and demands on skilled personal have been introduced by governments. For the operation of ammonia systems, however, there are not, even in industrialized countries, any specific requirements.
