Summary
As LNG projects grow increasingly complex, the boundary between business risk and process safety risk is becoming more blurred. Traditional project risk management focuses on capital and schedule, while process safety often remains confined to technical design. However, catastrophic incidents—whether caused by design oversights, NATECH events, or cyber threats—can compromise not just safety but long-term business viability.
This paper highlights the strategic role of the Basis of Design (BOD) as a bridge between business decision-making and process safety assurance. Developed during Pre-FEED, the BOD sets the foundation for safety integrity, environmental performance, and resilience against emerging hazards.
We argue that integrating early-stage HAZID and business continuity (BC) risk assessments into BOD development enables more robust and inherently safer design outcomes. By doing so, LNG developers can align technical design assumptions with real-world risk realities—strengthening both compliance and lifecycle resilience.
