Summary
The book deals with the legal and regulatory means for reducing emissions of greenhouse gases, and discusses two options: "negotiable permits" and "taxes". It then looks at the problems likely to be encountered with a system of "negotiable permits" to counter the threat of global warming. Chapters deal in particular with the progressive reduction of lead in petrol in the United States, the fight against acid rain, and the institution of property rights as management instruments of natural resources (example of fisheries).
