Summary

This report summarises the latest USA climate change plan to decrease greenhouse effect gases. Carbon dioxide is the greatest contributor, but HFCs produce a small effect. Between 1994 and 2000, Energy Star Buildings and Rebuild America launched by the EPA and DOE respectively will tackle commercial and domestic building energy efficiency. Partnerships with private companies will survey domestic buildings and upgrade HVAC systems. Building owners and managers will be trained in building efficiency centres and retrofitting will be monitored. New standards covering appliances for heating and air conditioning are to be published. These will concentrate on carbon dioxide emissions, both direct and through electricity usage. Energy related provisions of domestic building codes will be updated and commercial buildings will be upgraded. The EPA will restrict the use and emission of greenhouse gases, including agreements prohibiting the emissive use of HFCs. The release of R23 in the production of R22 must also be reduced. D.W.H.
