Cold air should be jet mixed, not distributed.

Summary
Cold air systems have been very successful over the last thirty years in residences with high velocity jets blowing vertically up or down at 10.2 meter/s. One million rooms are cooled in this manner with a high level of comfort and low noise. The principle of thorough mixing of room-air and cold-air in the jet, drops the temperature at the end of the jet's travel very close to ambient while providing room recirculation. This eliminates the need for the usual distribution and can be called in-loco (in place) mixing. A means of adapting a proprietary high velocity jet to commercial office space has recently been developed and is described in this paper. Individual non-electric room control, small ducts, quiet operation, uniform temperatures, VAV operation and elimination of diffusers, fans, and drafts are provided. Throw, distribution, direction and dumping requirements have also been eliminated.
