Summary

In EU, since the Energy performance of buildings directive EPBD was published in 2002, energy performance requirements have improved in most of countries with 2-3 years interval with the aim to achieve nearly zero energy building targets in 2021, the main objective of the EPBD recast 2010. When defining national requirements it is essential to make comparisons with other countries. Because of differences in energy calculation frames, input data and calculation rules, it is quite challenging to compare these requirements objectively. In this study we conducted a comparison based on the simulation of real buildings with real climates and with corrected standard input data. This was done for Finnish, Danish, Swedish and Norwegian requirements for a model detached house, apartment building and office building. In addition to the real-building simulation based comparison we used another simplified method that was based on conversion of requirements to the comparable delivered energy and the degree day correction for space heating, used also for Estonian requirements. Also in this method differences in the lighting, appliances and hot water input data were taken into account with relevant corrections which required much less effort. Because the differences in other input data and calculation rules cannot be taken into account, the results were not the same. In the paper we report comparison results calculated with both methods. Results show in which countries the requirements are most stringent.
