States that Dutch standards on thermal comfort (temperature and time limits) are based originally on recommendations of the State Occupational Health Service. Independent developments of these standards have recently resulted in a disputed "rating method". Refers to analyses which have shown that they are not based on a valid theory, the objectives are vague and the procedure is obscure. Notes that new standards based on up-to-date methods are being proposed. Recommends that these new standards should be applied in connection with a healthy buildings strategy.
