Europe's ozone failure. Critique of a Draft Proposal for a Council Regulation (EC) on substances that deplete the ozone layer.

Author(s) : Greenpeace

Type of monograph: Other

Summary

The document examines an EC draft proposal on the phasing-out of HCFCs and methyl bromide. It includes two parts. The first one, on HCFCs, says that using these fluids as drop-in substitutes is wrong since they deplete the ozone layer. Other, more appropriate substitutes are proposed, such as ammonia or hydrocarbons. The second part is on methyl bromide; its effects on the environment and humans are reviewed, together with its production and consumption. It is considered that the measures taken regarding this fluid are not strict enough. Proposals are made.
