Summary
For many years, the US Government has been trying to reform the Helium Act of 1960. The second session of the 104th Congress has finally succeeded with the passage of Public Law 104-273, the Helium Privatization Act of 1996, signed by the President on wednesday, October 9, 1996. The gist of the act is that US Government's helium requirements will be provided by the private sector, that their pure and liquid helium production and distribution business will close, but the Cliffside, Texas crude reservoir, storage and Hugoton crude pipeline will be maintained.
