Summary

The question is, what's left out there to retrofit the CFC-12 cooling systems of millions of vehicles and air conditioning refrigeration systems? A government report attempts to estimate the supply and demand for this once-critical substance. The report, developed for the Environmental Protection Agency, includes stocks held by chemical manufacturers, packagers, retailers, and companies that reclaim and recycle refrigerants. It also includes illegal imports. The estimates at the beginning of 1998 were rather imprecise, with a more than 100% differential between the low side and the high side. First, the report estimates that demand for CFC-12 last year was 27 million lb, of which: 83% went to the mobile air conditioning sector; chillers accounted for 4%; commercial refrigeration supermarkets and cold storage sectors took 3% each, as did industrial process refrigeration. The report claims that between 15 million and 30 million lb were illegally imported during the 1994-95 period. For more 1996 and 1997, this volume was halved, thanks to law enforcement activity.
