Summary

Some progress is now being made on measuring some types of environmental benefits. Measurement techniques that seem particularly well suited to promoting the increased use of heat pump technology are the "dose-response" and "contingent valuation" approaches. Rudimentary attempts have already been made to use these techniques to estimate the damage potential associated with climate change. It now remains for proponents of heat pump technology to demonstrate how much heat pumps might contribute to reducing these damage estimates. Then, the environmental benefits of heat pumps could become the basis for incentives to help expand their further penetration into the marketplace.
