Summary

Prior to the Arab oil embargo in 1973, most building standards concentrated on health, safety and occupant comfort, not energy efficiency. That changed in August 1975. Building upon the work of National Bureau of Standards, ASHRAE published Standard 90-75, Energy Conservation in New Building Design with the technical support of the Illuminating Engineering Society (IES). A 1977 Arthur D. Little study of the potential impact of the new standard indicated that it could result in a 27% reduction in building energy use compared to the pre-1973 era.
