Summary

Organizations recognize that facilities design, construction, operations, and maintenance requires large investments, recurring costs and affects the work place safety, security and environmental conditions. The effectiveness and value of facilities portfolio is going to be governed by how effectively we can lower utilities and operating costs, minimize waste, improve work space and reduce emissions of greenhouse gases. Building Heating, Ventilation and Air Conditioning systems are significant users of energy as well as their operations and maintenance impacts the health and security of tenants. Therefore, proper design, configuration, commissioning, operations and maintenance of such systems continue to offer opportunities for reducing the waste. Chiller plants, in conjunction with cooling towers, chilled and condenser water pumps are key elements of buildings and infrastructure that are heavy users of energy and water. With so much at stake in terms of energy, environment, and economic benefits, it is natural for many organizations to not only seek more efficient design and equipment replacements, but also to introduce technology and adopt efficient and consistent operations and maintenance practices. This requires incorporation of advanced metering, measurements and verification tools, commissioning and retro-commissioning, optimization tools, benchmarking, and training and development of operations and maintenance staff. Having trained operations and maintenance staff involved from concepts stage through construction motivates them to adapt actions and changes to better satisfy customer needs and provide operational excellence to sustain high performance over the life cycle of systems and buildings. This paper outlines various qualitative and quantitative measures that can be practiced to improve performance of chiller plants in particular and HVAC and buildings in general.
