Summary
The paper presents and analyses data generated from projects approved by the Multilateral Fund for the Implementation of the Montreal Protocol, in developing countries implemented by UNDP, UNIDO and the World Bank, which selected HFCs to replace CFCs in refrigeration. Based on these data and the special circumstances of developing countries, an assessment of emissions of HFCs is made. The paper also discusses technology transfer issues related to implementation of HFC technology and provides technical inputs to help formulation of measures or policies that will contribute to dealing with the reduction of HFC emissions in developing countries. Under the scenario that HFCs are to be replaced, the status of alternatives (technology availability, costs, constraints, and options) and implications for developing countries are also addressed.
