Summary

The paper analyses the interactions between climate and its changes, and the presence of permafrost, here or there, permanent or not. 25% of the planet surface is concerned with permafrost. The surveys that have been undertaken are reviewed, and the lack of accurate data on the issue is stated. Rare explorations are conducted, without a general plan. The lileky evolution is analyzed from 18,000 year ago until today. Permafrost variations lead to hydrological, geomorphic and atmospheric (CO2, methane) effects. Agricultural practice may have a role. In order to advance, the IPA plans to organize a coordinated measurement programme and assemble the different data sources already existing. The paper ends with numerous references.
