Summary
Effective energy savings require a dedicated effort by architects, engineers and owners/occupiers. Retrospective measures on old buildings do not offer enough incentive, unless accompanied by a penalty/rebate tariff structure. Some improvements can be introduced during refurbishment or tenant changes. The main opportunity is the application of modern technology and principles to the conception and design of each new building, and based initially on a precise analysis of the local climate.
