Summary

Plans for the construction of a Trans-Urals pipeline to move NGL from western Siberia to Urals-Volga region. The system is envisioned as three 16-in. lines covering more than 1000 miles, that will move a mostly C3-C5 stream from south Balyk to petrochemical plants near Minnibaevo (Tartastan) via Tchaikovsky. The construction of an export terminal at Kaliningrad on the Baltic sea is also being considered. The study identifies the economic benefits and the safety of a large diameter (24 in.) trunk line as compared to two or three smaller pipelines (16 in.). Safety is much discussed because, following the explosion near Ufa which destroyed the original NGL pipeline, considerable reluctance exists to transporting large volumes of volatile liquid hydrocarbons near populated areas.
