A blueprint HCFC and CFC phase-out regulation in France
French owners of refrigerating equipmement might have to cease all use of HCFCs before late 2017.
On October 17, 2012, during the latest symposium in Paris of the Alliance Froid Climatisation Environnement (AFCE), a spokesman for the French Ministry of the Environment, Sustainable Development and Energy generated a few discussions.
He mentioned a draft regulation according to which owners of refrigeration, air-conditioning and heat-pump equipment should remove all HCFC refrigerants from the aforementioned equipment before December 31, 2017.
European Regulation EC n° 1005/2009 already stipulates the total phase-out of HCFCs on January 1, 2015, in cases of maintenance and servicing operations, including refills.
Users of CFCs, which are banned in France since January 1, 2001 should also remove these substances from their equipment before July 31, 2014. They should then be destroyed or recycled.
These projects raise questions concerning possible exceptions, in particular, large plants who continue to operate perfectly and without leakage.
