Paraguay: sustainable refrigeration drives ambitious plan to cut HFC emissions by 85% by 2040

The Ministry of Environment and Sustainable Development in Paraguay launched a national plan to significantly reduce HFC emissions. The plan promotes a transition towards low GWP and energy-efficient refrigeration and air conditioning technologies.

Kigali Implementation Plans (KIPs) are strategic plans to reduce the use of hydrofluorocarbons (HFCs) and meet the goals set by the Kigali Amendment to the Montreal Protocol.

 

Earlier this year, Paraguay’s Ministry of Environment and Sustainable Development launched a national plan to significantly reduce HFC emissions. Titled “Kigali Implementation Plan for Hydrofluorocarbons (HFC) in Paraguay – Stage I” (KIP I), this initiative seeks to progressively reduce the consumption of high global warming potential (GWP) refrigerants by 85% by 2040.

 

The refrigeration and air conditioning sector is one of the key priorities of this KIP. The plan promotes a transition towards low-GWP and energy-efficient refrigeration technologies.

 

This transition will be supported through technological, capacity building and regulatory efforts:

  • Adoption of refrigerating systems with high energy efficiency and low-GWP
  • Technical training programs to ensure the safe handling and management of low-GWP refrigerant technologies
  • Strengthening and updating regulatory frameworks for stricter control of the import and handling of refrigerants.

 

Building upon the country’s third Nationally Determined Contribution (NDC) overarching goal of reducing greenhouse gas emissions by 20% by 2035, this initiative further strengthens the country's technical and institutional capacities to meet international climate agreements.

 

The KIP I is implemented by Paraguay’s Ministry of Environment and Sustainable Development with the support of the United Nations Development Programme (UNDP).
