Summary

The work presented in this report prepared in partnership with the CSTB (Building Scientific and Technical Centre) results from a request, on the one hand, from Ministers of Health, from the families of handicapped persons, and on the other, the Ministry for the Environment and of Sustainable Development, to take part, following the health crisis in summer 2003, in the setting up of a national plan designed to prevent the effects of heat waves on fragile populations. The study was prepared as a priority for healthcare facilities such as retirement homes. However, the detailed recommendations in this report may be extended to all structures receiving so-called "sensitive" populations. Excerpt from the summary: heat wave and air conditioning: bibliographical review; regulations; identification of establishments receiving the elderly and survey of these establishments; air conditioning of premises; impact on health; the energy and the environmental impact of the air conditioning of premises in the short term; memorandum and recommendations.
