Summary

CFCs detoxification technology needs to be urgently developed. A commercial scale plant, which employs CFC destruction technology utilizing induction coupled plasma, was constructed at Ichikawa City near Tokyo in December 1994. The destruction efficiency of the plant is more than 99.99% at the feed rate from 45 to 80 kg/h of R12. The operation has been conducted safely in compliance with the Air Pollution Control Act, the Water Pollution Prevention Act, and the standards of PCDDs/PCDFs particularly recommended by the UNEP. Already 15 tons of R12 has been destroyed from scrapped refrigerator as of August 1995 and the total amount of CFC destruction will be 50 tons by March 1996. At present, most Japanese local governments and cities including Tokyo Metropolitan government have initiated programs for the recovery and destruction of CFCs from waste equipment.
