THE PAPER DESCRIBES THE STEPS TAKEN IN AUSTRALIA BY THE VICTORIA STATE GOVERNMENT TO MEET THE GOALS OF THE TORONTO CONFERENCE IN THE REDUCTION OF CO2 EMISSIONS. THESE INCLUDE BOTH AN INSISTANCE ON ENERGY EFFICIENT DESIGN FOR NEW BUILDINGS, AND A RETROFIT PROGRAMME FOR EXISTING BUILDINGS. THE RETROFIT PROGRAMME STARTS WITH AN ENERGY SURVEY, FOLLOWED BY NECESSARY MODIFICATIONS, FROM THE INSTALLATION OF SUNBLINDS AND INSULATION TO A CHANGE FROM OIL TO GAS FIRING AND AN OVERHAUL OF HEATING AND AIR-CONDITIONING CONTROLS. THE RESULTSHAVE BEEN GOOD, WITH SAVINGS OF AROUND 16% IN ENERGY CONSUMPTION AND A PAYBACK TIME OF FOUR YEARS ON THE COSTS. D.W.H.
