AUSTRIA IS TAKING A PRAGMATIC APPROACH TO THE MONTREAL PROTOCOL, AND MANUFACTURE AND IMPORT OF SMALL UNITS USING CFCS MAY BE EXTENDED FOR UP TO ANOTHER TWO YEARS. INDICATIONS ARE THAT THE REPLACEMENT REFRIGERANT SYSTEMS MAY NOT BE READY IN TIME TO MAKE THE EXPECTED CONTRIBUTION TO A CHANGE. IT IS PROBABLE THAT THE INTRODUCTION OF ALTERNATIVE REFRIGERANTS WILL GIVE LOWER PLANT EFFICIENCIES, AND SO LEAD TO AN INCREASE IN THE GREENHOUSE EFFECT AS MORE POWER IS USED TO DRIVE THESE SYSTEMS.
