SUMMARY OF A DEBATE HELD BY GERMAN EXPERTS ON THE CONSEQUENCES OF THE CFCS BAN AND, MORE PRECISELY, ON THE CONSEQUENCES OF A GERMAN LAW WHICH HAS BEEN IN FORCE SINCE 1/08/91, AND WHICH PRESCRIBES THE TOTAL PHASE-OUT OF CFCS, WHEREAS THE EEC DIRECTIVE ONLY RECOMMENDS A RESTRICTION IN THE PRODUCTION OF CFCS. THE EXPERTS ALSO DISCUSSED THE CONSEQUENCES OF THE DISPARITY IN THE REGULATIONS BETWEEN EUROPEAN COUNTRIES, THE TECHNICAL IMPLICATIONS (IDENTIFYING SOME PROBLEMS WHICH DEPEND ON THE SUBSTITUTES LIKELY TO BE USED), AND THE FINANCIAL IMPLICATIONS (COST OF FUTURE FLUIDS, PROBLEM I THE CONCLUSION OF THE DEBATE IS QUITE PESSIMISTIC.
