Summary
The international shipping industry stands at a juncture in its environmental transformation. Responsible for approximately 3% of global greenhouse gas (GHG) emissions, not reported in Nationally Determined Contributions (NDC), the maritime sector faces pressure to reduce its emissions, driven by regulations and the need to act.
The International Maritime Organization's (IMO) (and its Member States) revised 2023 GHG Strategy has set ambitious targets: achieving net-zero GHG emissions by or around 2050, with indicative checkpoints of at least 20% reduction by 2030 and 70% by 2040, compared to 2008 levels.
To implement this strategy, the IMO is working on crafting the appropriate framework and have it approved by Member States: in October 2025, the « IMO Net-Framework » did not pass the adoption stage which was pushed back for another year, the discussions continue amongst Member States at IMO on the subject.
At the same time, the European Union has implemented its own regulatory framework through the EU Emissions Trading System (EU ETS) and the FuelEU Maritime Regulation, creating a dual compliance landscape that shipowners must navigate.
This regulatory convergence presents particularly acute challenges for shipping industry, in particular gas carriers which can operate on their own cargo.
