Summary
The more we learn about atmospheric processes, the clearer it becomes that what we really need is a carefully thought out and proactive strategy rather than a "cross each bridge when it comes" approach. UNEP (United Nations Environment Programme) tries to assist in formulating and implementing such a strategy.
