Summary

The report was prepared for the 5th International Energy Agency Conference on heat pumping technologies, Toronto, Ontario, September 1996. The first part, sections 2 through 4, adresses the factors which affect the prospects for voluntary programs in the residential heating and air conditioning markets. The second part, sections 5 through 10, presents the economic analysis undertaken for proposed minimum efficiency regulations for three heat pump technologies: ground source heat pumps, split-system heat pumps and packaged terminal heat pumps.
