Summary

In chapter 1, the 1993 report of the technology and economic assessment panel is presented. The panel examined requests for exemptions to the phase-out of production and sales of halons for 1994. No exemption was granted since the panel concluded that available alternative technologies and recovery are appropriate solutions for satisfying the demand. Chapter 2 includes the report of the halons Technical Options Committee. The operating of banks of recovered halons is presented. In chapter 3, technical progress in reducing the use of controlled substances and in using substitutes is reviewed. In chapter 4, the possibility of using products made with, but not containing controlled substances, is studied; chapter 5 examines the consumption and production exemptions, and chapter 6 presents a list of Panel and Options Committee members.
