Summary
Effective risk profiling depends on successfully targeting inspections to those consignments deemed to be high risk or suspicious. At its most basic risk profiling can, for example, rely on compiling blacklists of suspicious traders and 'bad actors' with involvement in unscrupulous activities in the past. However, for the risk profiling to be really effective, information from a number of sources would need to be collected and analysed. This will require proactive information gathering.
