Presents data for the growth in electricity demand in the US. Goes on to review the current status of building-integrated phase-change materials for performing passive off-peak cooling to displace mechanical cooling. States that although some research has been conducted in both areas, the efforts to date have not resulted in practical systems. Therefore suggests a vigorous effort consisting of materials research and creation of a test facility where innovative systems can be developed and tested. Outlines some of the research needs.
