Summary
In hot dry climates, air can be cooled by spraying microscopic droplets of water, to lower the dry bulb temperature. Taking into account adaptative factors such as clothing, local air speed (fans), shading devices for solar radiation, "adaptative comfort envelopes" can be defined. Increasing local air speed through fans is particularly effective.
