Prospects for EC energy conservation policies after Maastricht.

Summary
States that the Community's energy policy is in disarray, and therefore so is it energy conservation policy. EC Environment Ministers want to redirect the EC energy conservation policy towards ecological sustainability. The Single European Act and the Maastricht Treaty offer a possibility for energy conservation via the backdoor of environmental policies. The Commission has shown determination to pursue this possibility, which national energy ministers oppose for fear of creating a precedent, thus they support the continuation of the existing de facto lack of an EC energy conservation policy. Discusses the situation.
