Regulation (EU) No 517/2014: opportunities for growth in use of natural refrigerants in the commercial sector.

Summary
In the commercial sector, which is responsible for around 30% of global HFC consumption, uptake of natural refrigerants has grown significantly in recent years. Since its revival in the 1980’s, the market applicability of CO2 refrigerant in particular has continued to grow. Across the EU, it is estimated that there are already around 5,000 CO2 transcritical systems in operation, with this number increasing rapidly year on year. At the same time, the number of ammonia and hydrocarbon-based installations is also growing considerably, bringing with them increased energy efficiency benefits for end users, whilst helping to reduce their impact on the environment.
Under Regulation (EU) No 517/2014, the amount of high-GWP HFCs placed on the EU market will be restricted through a series of bans, fast-acting phase-down steps, and the enactment of strict quota allocations for manufacturers and end users. The combination of these measures is expected to result in an increase in pricing of high-GWP fluorinated refrigerants within the EU. As a result of this, it is likely that more and more consumers will switch to low-GWP natural refrigerants which are not subject to these market restrictions, are comparatively low in price, and already abundant in use. This paper will explore the possible implications of the new EU F-gas Regulation upon end users within the commercial sector, as well as the potential benefits of adopting natural refrigerants in light of this legislative change. In doing so, it will draw on the positive experiences of a number of supermarket retailers who have already made this transition, as highlighted through EIA’s Chilling Facts campaign.
