Summary

European Regulation 2037/2000 on substances that deplete the ozone layer bans the use of HCFCs in new refrigeration and air-conditioning equipment placed on the market as of years 2001 and 2004 - depending on the categories of equipment. The use of virgin HCFCs for maintenance of installations was prohibited as of the year 2010, and the use of recycled HCFCs will start in 2015. The use of recovered HCFCs for maintenance of other installations is also limited by Regulation 1005/2009. Knowing that the average lifetime of installations varies from 10 to 30 years, the current French installed base can still include a large share of such equipment exceeding therefore the time frame of year 2015 set by Regulation 2037/2000. Although for some of refrigeration and air-conditioning applications, deadlines were respected through the implementation of anticipated retrofit or renewal of installations, for others, technical difficulties of retrofit and cost of new facilities have limited this transition. This paper presents an analysis of the bank of HCFCs in France, based on the results obtained in the study "Emission inventories refrigerants for France - Year 2010" carried out by the Center for Energy and Processes MINES Paris Tech and ERelE.
