Summary
The authors analyze the criteria which must guide the decisions for the characteristics of tertiary building insulation related to the concerns of the different parties involved in the construction. Furthermore, they describe the specific criteria of each tertiary group (lodging, offices, education, sport, entertainment, commerce). They stess the necessity to consider the building as a whole, asking for a coherent design and the taking into account of all the interactions with the framework.
