Summary

The Philippine Refrigeration Management Plan (RMP) project is a pilot project, based on the experiences of ODS phase-out in Sweden, to prepare a full strategy for phasing out the use of CFCs in the refrigeration servicing sector in the Philippines in an orderly fashion while minimizing illegal trade. The strategy is to reduce CFC consumption by creating a supporting regulatory framework, by improving the competence in the trade and by informing consumers. Training of technicians and recovery and recycling schemes must be part of a larger strategy creating a demand for these services on the market and reducing the demand for virgin CFCs. It is the attempt to affect the market that makes this strategy different from many other RMPs that have been developed until now.
