Summary
The author reports on progress in the decreased use of ozone depleting CFCs and halons in developing countries covered by the special provisions in Article 5(1) of the Montreal Protocol. In many cases extensive progress has been made, sometimes up to the levels of developed countries. Considerable research and development programs are underway, but most rely on outside help from the World Bank, UN, or agencies in developed countries. D.W.H.
