Summary

Given the observation of relative low CO2 emissions by African populations (less than one ton equivalent CO2 by year, compared to 14 for the French, and 40 for the inhabitants of the United States of America), the author states that Africa is nevertheless concerned by the possible consequences of this phenomenum: decrease in the rainfall, development mimicking that of Europe and America, risk of implementation of a worldwide system to reduce gas emissions. Finding a solution is complex because Africa should also participate in the reduction of CO2 emissions, while taking account of its specific needs for development, and its relatively small responsibility for the greenhouse effect. The author encourages the creation of an international body in charge of this problem and adequately funded.
