Summary

The author highlights the difficulties in agreeing suitable and enforceable legislation to control the use of ozone depleting substances in a country which is organised politically with a two-tier level of government, that of individual states and a federal government. A considerable degree of individual action resulted in a lack of standards countrywide, until a federal working party with membership from all states was able to agree an overall strategy. Even so, the actual legislation for the user end of the system, refrigerant reclaim and recovery, technician training and certification has been left to the decisions of individual states. D.W.H.
