Summary

Russia’s invasion of Ukraine disrupted global gas and LNG markets, highlighting energy security risks. Governments worldwide have expanded storage, deployed FSRUs, and introduced joint LNG procurement mechanisms. LNG has become a key transitional fuel amid carbon neutrality goals. Japan faces unique vulnerabilities: no underground storage, limited pipelines, and heavy import
dependence. Its 7th Strategic Energy Plan positions LNG as a realistic transition fuel and introduces gas security measures for the first time, including the Strategic Buffer LNG mechanism and emergency procurement plans. This presentation examines Japan’s initiatives, and the importance of emergency response strategies.
